Prevention of Commercial Sexual Exploitation of Children and Adolescents

The Code of Conduct Program is an initiative led by the Costa Rican Tourism Board to prevent the commercial sexual exploitation of minors in tourism, aligned with Costa Rica’s sustainable tourism model. It was launched in 1998 as part of an international effort spearheaded by ECPAT Sweden with the support of the World Tourism Organization.

Background

2003

In Costa Rica, the Code of Conduct was established in 2003 as an initiative of the PANIAMOR Foundation, together with the Costa Rican Association of Tourism Professionals (ACOPROT) and the Costa Rican Association of Tourism Operators (ACOT). Over time, it has strengthened alliances with key chambers in the tourism sector, such as the National Chamber of Tourism (CANATUR), the Costa Rican Chamber of Hotels (CCH), the National Chamber of Ecotourism and Sustainable Tourism (CANAECO), and the Guanacaste Tourism Chamber (CATURGUA).

In 2010, an agreement was formalized between the Costa Rican Tourism Board and the National Chamber of Tourism (CANATUR), with the objective of transforming the project into a national strategy led by the institution with legal authority in Costa Rica’s tourism sector. Under this agreement, PANIAMOR was designated by ICT to coordinate the Technical Secretariat of this initiative.

Purpose and Strategy

The program aims to discourage and report the Commercial Sexual Exploitation of Children and Adolescents (CSEC) as a fundamental component of responsible and sustainable tourism in Costa Rica. It represents a clear and measurable expression of this commitment.

Its strategy focuses on training and raising awareness among tourism businesses so they can act as allies in the prevention, detection, and reporting of suspicious situations, thereby strengthening their role in protecting children and adolescents.

“A concrete and measurable expression of responsible and sustainable tourism.”

What is ESCCNA?

The Commercial Sexual Exploitation of Children and Adolescents (ESCNNA by its acronym in Spanish) refers to the use of a person under 18 years of age (children and adolescents) for the sexual gratification of adults in exchange for money or other benefits, either for the minor or for third parties.

The Commercial Sexual Exploitation of Children and Adolescents is a recognized global issue and also affects Costa Rica. Offenders exploit tourism services and infrastructure to commit these crimes, taking advantage of anonymity and social tolerance.

ESCNNA is:

A violation of the fundamental human rights of children and adolescents.
A form of sexual abuse.
A harmful, income-generating activity imposed on minors.
A modern form of slavery.
